POOF's microbes remain inactive until oil or other hydrocarbons enter their environment; introduce POOF into any oil-contaminated area, and its foam body will begin absorbing the hydrocarbons, thus activating the microbes. These microbes then attack the oil pollutants and covert them into water-soluble fatty acids, which become food for fish and plants. Microbes are nature's way of recycling. Oil is protein to the microbes -- they live and thrive on oil, and will digest the oil until it is gone.
